Must the libero be marked on the team roster form?
Yes, if wearing a different numbered libero jersey from her regular jersey. A "free" change/addition would be permitted if the original libero was injured and the coach chose to designate a new libero. This is the same protocol used if a player's jersey gets saturated with blood and the player must switch jersey numbers. The intent of rule 7-1-1b is to assist the assistant scorer or libero tracker. We don't require the coach to identify the setter, middle blocker, etc.
If the libero leaves the court and the coach then decides that he/she wants the libero to serve, can she go right back in for the designated server?
No. Once the libero leaves the court (as defined by both feet off the court), the libero is bound by 10-4-1c.
When the libero is already in a back position and a rotation is taking place for serve and the coach decides to have the libero serve--she will go to the right back position to serve, now, who takes the place of the open position that the libero had?
The only person who can come into the game is the "regular player" the libero replaced originally. When the libero goes from LB to RB to serve, the replacement is between two "regular players" IN the replacement zone.
If the visiting team wants to use the libero and does not have an assistant scorer (libero tracker) and the home team does not have a libero (or want to track libero for visitor), will the visiting team be allowed to use the libero?
No. This has not changed from previous two years using the libero. Home team supplies the libero tracker (asst. scorer) unless not using a libero. If home team is not using a libero and visiting team wants to use a libero, then the visiting team MUST supply the LT who must sit at the scorer's table.

If the libero is injured and the coach wants to re-designate the libero immediately, can the new libero enter the game immediately?
No. The player for whom the original libero replaced must enter the game and can then be immediately replaced by the new libero. The sandwich must be maintained. In other words, #7 is in the game, the libero replaces #7, the libero is injured, #7 must enter the game before a new libero can replace #7.
What about glitter used in decorating the ribbons?
There is no problem as long as the glitter used in decorating the ribbons stays on the ribbons. But, if and when the glitter comes off on the floor or a player's hands and then subsequently the ball, there is a problem and the ribbon with glitter needs to be removed.
