FHSAA State final directions

Coming from the north ( or southbound on  I – 75 ) take the Brooksville exit hwy 50 and turn east ( or left ) and follow to hwy 98 make a right and go to 301 then go south on 301 and look for sign ( about a mile up the road ) for the ash brook entrance

Coming from the south or north bound on I 75 take the  San Antonio / Dade City Saint Leo university exit of hwy 52 and go east ( or turn right  off the interstate ) and follow for 8 miles passing the university and the Pasco high school and turn right on Meridian street that will take you into downtown Dade city  and go to 301 and turn north or left and follow 301 north for 6 miles and look for the signs for the entrance at Ash brook , landmark , just past the drive in movie theater that is on the northbound lane of 301

Situation 1?
Team A runs in a district meet and qualifies for the region meet. At the region meet, Coach of Team A exchanges Runner A1 who finished 5th in districts with Runner A8. Is this allowed?

Situation 2?
Team A qualifies for the regional meet. Runner A8, who did not participate in the district meet, substitutes for runner A7 in the regional meet. Runner A8 finishes in the top fifteen but Team A finishes 7th. Is A8 allowed to run in the state meet as an individual qualifier?

Situation 3?
Team A qualifies for the regional meet. Runner A8, who did not participate in the district meet, substitutes for runner A7 in the regional meet. Runner A8 finishes 15th. Is the 16th place finisher allowed to qualify as a top 15 finisher because A8 was not eligible for individual awards?

Situation 4?
Team A arrives at the region meet prepared to compete in the race. The meet director notices that Runner A4 is not listed on the official entry list received from the district meet manager. The region meet manager does not allow A4 to compete

Situation 5?
Team A competes in the state cross-country meet. Runner A7, who did not compete in the region meet, finishes in eighth overall.

Situation 6?
Team B arrives at the region cross-country meet. B3, who did not participate in the district meet, finishes 9th. The region meet referee / meet director did not award B3 with an individual award. Team B’s coach appeals citing B3 had a medical condition. The jury of appeals denies Team B’s coach appeal.


Situation 1
Team A runs in a district meet and qualifies for the region meet. At the region meet, Coach of Team A exchanges Runner A1 who finished 5th in districts with Runner A8. Is this allowed?
RULING: This is allowed but Runner A1 is not eligible for an individual award should his/her team qualify for and s/he competes in the state finals. Runner A8 is not eligible for individual awards in both the region and state meets.

Situation 2
Team A qualifies for the regional meet. Runner A8, who did not participate in the district meet, substitutes for runner A7 in the regional meet. Runner A8 finishes in the top fifteen but Team A finishes 7th. Is A8 allowed to run in the state meet as an individual qualifier?
RULING: No. Because A8 did not participate in the district meet, s/he is not eligible for the state finals as an individual. Team A must understand that when A8 is substituted in, s/he is competing for the benefit of the team only

Situation 3
Team A qualifies for the regional meet. Runner A8, who did not participate in the district meet, substitutes for runner A7 in the regional meet. Runner A8 finishes 15th. Is the 16th place finisher allowed to qualify as a top 15 finisher because A8 was not eligible for individual awards?
RULING: No. FHSAA policy allows top 15 finishers to advance, and in this instance provided, only the top 15-finishers are eligible for individual awards, provided all other criteria are met.

Situation 4
Team A arrives at the region meet prepared to compete in the race. The meet director notices that Runner A4 is not listed on the official entry list received from the district meet manager. The region meet manager does not allow A4 to compete.
RULING: Incorrect procedure. The meet manager should communicate with the FHSAA office for verification. In the event the athlete participates and has not been properly reported to the FHSAA office, the FHSAA office will address this matter. Additionally, the region meet manager is advised to begin double-checking for any discrepancies as soon as s/he has the necessary information, to avoid last-minute issues.

Situation 5
Team A competes in the state cross-country meet. Runner A7, who did not compete in the region meet, finishes in eighth overall.
RULING: Runner A7 does not receive an individual award. The 11th place finisher does not receive the 10th place award, as s/he was not a top 10 finisher.

Situation 6
Team B arrives at the region cross-country meet. B3, who did not participate in the district meet, finishes 9th. The region meet referee / meet director did not award B3 with an individual award. Team B’s coach appeals citing B3 had a medical condition. The jury of appeals denies Team B’s coach appeal.
RULING: Correct procedure. The region meet manager should receive a communication from the FHSAA office declaring a competitor’s eligibility with regard to receiving an individual award in the event of an extenuating circumstance prior to the region meet.
